Doris Mongaya, founder and CEO of PRworks Inc., never thought she would become a national co-convenor of Kilusang Pagbabago, the mass movement of supporters of President Rodrigo Duterte.

It all began sometime in May 2015. Joselito ‘Penpen’ Libres, a Davao-based supporter of then Davao City mayor Rody Duterte, arranged for her presence in that crucial meeting with Maribojoc mayor Leoncio ‘Jun’ Evasco Jr.
Libres is now incoming undersecretary and head of the Office of Participatory Governance (OPG) under Cabinet Secretary Evasco of President Rody Duterte’s administration.
Evasco and Mongaya, along with Eric Bucoy and Edward Dybuco (now Customs deputy commissioner) spent the whole morning at the Bayfront Hotel restaurant planning the Cebu leg of Mayor Duterte’s listening tour on federalism.
“Jun (Evasco) asked me to help. I said yes,” recalled Mongaya.
Thus began an advocacy.
“This journey saw me becoming Visayas media coordinator during the successful Duterte presidential campaign and as Visayas coordinator and National Organizing Committee member of the Kilusang Pagbabago,” she said.
Mongaya welcomes the recent formation of the Office for Participatory Governance that that would facilitate participatory governance through Kilusang Pagbabago, the Duterte administration’s #PartnerforChange.

Upon the instructions of Cabinet Secretary Jun Evasco, Usec Pete Lavina convened what he called as cabsec’s support team on July 6, 2016. Present were Penpen T. Libres, Edina Almodal, Bernie Cruz, Jose Elmer Cajilig, Doris Isubal- Mongaya and Joel Mahinay.
